Ceil method

Round fractions up, according to precision specifier. A precision of 0 corresponds to PHP standard ceil() function, except it returns as float instaed of integer. Precision can also be negative.

Numerics::ceil(1234.5678,  2) // -> 1234.57
Numerics::ceil(1234.5678,  1) // -> 1234.60
Numerics::ceil(1234.5678,  0) // -> 1235.00
Numerics::ceil(1234.5678, -1) // -> 1240.00
Numerics::ceil(1234.5678, -2) // -> 1300.00

Floor method
